Changing thickness changes the impedance for given line widths or 
polygon sizes.   Common practice to achieving impedance targets and 
overall thickness is to adjust the thickness as needed in:  where they 
occur Vss / Vss cavities, and where Vss/Vss cavities do not occur:  
Vdd/Vss, and Vddx/Vddy cavities.
