I vehemently disagree. Remember the whole puppy broker/miller as member
debate? On a regional level, there DOES need to be an application process
including signing a code of ethics and obtaining sponsors and I strongly
recommend home checks. Without that, you'll have people joining (only) to
market
puppies and attempting to lend credibility to what they are doing.
