Yes, a well made dog can navigate a smaller ring...and yes, it is much more thrilling to see one move with full extension in a big ring like the National ring-- BUT...if you need a big ring to judge movement, you need educating.. And there is the question of type... which doesn't change from ring to ring.........but then, we will always have with us those who know neither type nor movement.........some of those are exhibitors, some are breeders, and yes, some are judges. AND, what's more, all three of those categories are composed of human beings...which means that some days they are a little "off," or even a little "put off."
