It looks like you scanned the neg without the scanner film holder and then the 
neg was not flat on the scanner bed, even with the film holder it could happen 
if the film is curled too much; however if you perceive the problem with 
optical prints too (for every frame)the problem could be for lack of 
parallelism about your camera lens and the film contact face (this is a special 
adjustment) or something is wrong with the film flatness.
