This is not necessarily so. I believe some kits, such as the II, did not
include counters because the cameras designed for it came from the
factory fitted with counters already.
My 2.8 C is an example of one such camera. The Rolleikin resigned for it
did not include the counter because it was fitted with one from the
factory...
