Another aspect of O&M is that the travel environment has changed 
drastically over time.  It used to be enough to overcome the 
distraction/masking sound of traffic noise, sirens, horns and loud 
engines of all types.  Now we have to deal with sub-woofers at one 
extreme and electric cars at the other.  there is and will be 
predictable failure to come up with new skills to counteract the 
distraction of a sub-woofer or to help one hear better when encountering 
a silent vehicle.

the short point is that in some ways technology has further disabled the 
blind traveler, and I believe it is a viable consideration to explore 
technology as a means of narrowing the gap between can and can't when it 
comes to this skill area.  The technology is not needed to replace O&M 
skills, but is rather needed to enhance the ability and safety of the 
blind traveler.  If we decide it is what we need, rather than what we 
want, then the task of advocacy belongs to us, the blind traveler with 
the help of our supporters.
