Dektol, D-76 and D-19 all contain hydroquinone.  There are
very few developers that _don't_ contain hydroquinone.

Diafine as a microfilm pictorial developer seems distinctly
odd. OTOH, it doesn't seem to matter what the combination of film and developer, someone, somewhere, will swear it is just the thing.

   pota microfilm            863

POTA is phenidone and sulfite.

If you want a 'government free' developer you might try Caffenol LC+C:

1 cup        water
4 tsp        Arm & Hammer washing soda
1 tablet     Vitamin C - 300 mg, about the size of an aspirin
2 tsp        Folger's Coffee Crystals

Google for more...

Phenidone, Vit C and washing soda or metaborate also makes a good cheap developer.
