Hey Sean,
All else being equal, LEGO is probably the easiest I've seen so far. The
kits are around 350 - 400 or so, but don't require electronics expertise to
get started. Making one walk around a room is relatively easy with a little
practice.

The Vex platform has pieces that bolt together. The robotc was fully
accessible. I used a command line to compile my programs. If I recall
correctly, I used a USB cable to transfer the code. This was in 2007.
