It is a fairly expensive editor but from what I tested it looks to be accessible with JAWS. I have also tried note tab but it does not work well with JAWS at all now. Although it does work very well with NVDA.
There is also Akel pad from:
*akelpad*.sourceforge.net
and Notepad++ from:
http://notepad-plus-plus.org/
Those are all the ones I know that work with JAWS.
