It's possible, if one of several conditions exist:
a) Windows in a degraded state due to lack of maintenance
b) loose cables in the ide/drive area
c) corrupt drivers

One course of action is to shut down, disconnect the CD cables. Power up
windows (loses the old drive). Then shut down again. Reconnect and power
up- hopefully windows will rediscover it and you can complete the
re-install successfully.
