Unless you deploy a RAC database for the OMR and don't have RAC licenses on
the ODA.

For OMR, the restricted-use license only applies to a single server.
If the OMR is to be a RAC, the second node needs to be licensed and both
nodes require a RAC license.



They get you on the licensing when you have a larger OEM environment
and start implementing HA.
