As the ODA processors are already licensed, there will never be
additional licenses required for an OEM repo database running on them.

For OMR, the restricted-use license only applies to a single
server. If the OMR is to be a RAC, the second node needs to be
licensed and both nodes require a RAC license.


They get you on the licensing when you have a larger OEM environment
and start implementing HA.
