Probably politics. Broadcasters are still angling for multicast must 
carry. So they keep HD program as their primary OTA signal that would be 
must carry even if they actually are using retransmission consent so as 
not to ruffle any feathers.

But again I am asking the question. I don't understand the politics or 
the dynamics of this and I would like to. What are broadcasters thinking 
or are they on autopilot from the sixties?
