Cord nevers and cord cutters would want them, at least as long as broadcasters 
use RF spectrum for live news and sports, both being the main type of 
programming that people seem to still want live. And the funding could be more 
or less subsidized by, say, the NAB. That would depend entirely on how 
convinced broadcasters really are, that OTA broadcast and ATSC 3.0 are the 
future.

(Or demand for ATSC 3.0 could be low, and by default, OTA soldiers on with ATSC 
1.0.)

Your worldview about the Internet rendering other distribution media
obsolete, suggests there is no reason for broadcasters to subsidize
another digital transition.
