In the context of the article, I think the assumption is that broadcasters will 
take it upon themselves to either sell or give away HDMI sticks, or similar 
low-cost options. People will definitely notice, since a good 20% or more are 
now using OTA TV.

The station can just buy tuners for each cable head end in their
market...
