The USB port threw me off. But it allows the use of cheap Micro USB power 
adapters. 

Do any new TVs come with USB ports?

Add an OTA RF section with amplified RF splitter and three RF connectors (to 
feed the legacy tuner in the TV,) ditch the Wi-Fi in favor of Bluetooth or IR 
for the remote (everyone who wants a Chromecast has internet, but not 
everyone who wants OTA has internet so the smartphone interface is out) and 
you have an STB instead of a dongle or puck.

The smartphone interface (Bluetooth) is fine. Almost everyone has one thanks to 
money from FCC Universal Service funds.  And a cheap remote could use Bluetooth 
as well.

If broadcasters were smart they might try to partner with the connected TV 
device suppliers and focus on giving their signals away againm, instead of 
pushing people to the MVPDs to collect retransmission fees.
