I remember some meetings at Wiley Rein back in the day. My how the world has 
changed...

This paragraph from the article is particularly interesting:

“The FCC is considering a change to the rules to allow us to voluntarily use 
the physical layer of ATSC 3.0,” Siegler said and that ”there is a 
possibility of overlapping the 3.0 change with the repack. We think this 
would bring minimal disruption to the consumer and there’s a lot of value in 
that. It’s a challenge but it’s also an opportunity.”

Minimal disruption to the consumer? 

Me thinks the ATSC tuners in their existing TVs will "go black" when they try 
to tune to ATSC 3.0 channels. I guess we can go through another round of 
government cheese boxes...

Or do they mean nobody will notice or care? The station can just buy tuners for 
each cable head end in their market...
