Nasa now has satellites that accurately record lower tropospheric (relevant to this discussion) and stratospheric (not relevant) temperatures all across the surface of the planet. You don't hear much about this data because it does not agree with the monitoring station data. The satellite data verifies a cooling rend since the peak in 1997 which coincided with peak solar activity.
