As far as I know it is not the disc that is encoded in PAL or NTSC,  
it is just the player that plays it and outputs the signal that makes  
the difference. Yes, the encoding will be different but that just  
supplies optimum video quality so that the number or lines on the  
disc will match the number of lines on the TV. The DVD should be able  
to play on both systems' DVD players but theoretically it will look  
better on the one it is encoded for.
