James is right...it should stick once you turn it on.  (and to turn it on,
just go to the View menu INSIDE the mail and choose BCC)

Open a new email

Turn it on

Send the email

Outlook should set the default to show you the next time you open a new
email. (Outlook remembers the "last" setting.)
