Try this,  Start a new message and click the TO button.
This should open your address book where you will have access to the  BCC field.
Enter any email in the BCC field. The BCC field will now be added to the 
message.
Close the message.  The BCC entry should  then stick when starting new messages.

  That's what I thought, but when I open the VIEW, there is no option for

  James is right...it should stick once you turn it on.  (and to turn it
  on,
  just go to the View menu INSIDE the mail and choose BCC)

  Turn it on

  Send the email

  Outlook should set the default to show you the next time you open a new
  email. (Outlook remembers the "last" setting.)
