When I click VIEW, it shows:

Are you sure you're looking in the EMAIL WINDOW's View menu Victor - NOT
Outlooks main window's menu?

That's what I thought, but when I open the VIEW, there is no option for
BCC.

James is right...it should stick once you turn it on.  (and to turn it
on,
just go to the View menu INSIDE the mail and choose BCC)

Just getting familiar with Outlook XP from 2000, how can I have the BCC
field automatically there when I click on a new email message?

Open a new email
 
Turn it on
 
Send the email
 
Outlook should set the default to show you the next time you open a new
email. (Outlook remembers the "last" setting.)
