Alan, This wouldn't be something left over from the movie "Plan 9 from Outer Space" which has the dubious claim of being the worst movie ever made ?. I base this on your letting us have a hint by calling it "Project 9". Looks like the valve gear is entirely operated by the lever attached to the driver crank. At first it looks like a regular "combination lever" but is connected to the apparent Stephenson link. I say it is entirely free lance, but I suppose it would run given a chance. At least the eccentrics are not hidden away between the drivers.
