I tried changing the command with the keyboard manager to windows key plus
scroll lock. When I went into Word, Note Pad, and Windows Explorer, I
basically wound up with two select all keys as a result: control+a and
windows+scroll lock.

The subject has been changed here to reflect what the subject is about Using jaws you can assign select all to any key stroke you like. Just use the keyboard manager to add another key stroke to this command and away you go Hope this helps.
