Hi Dave,

It seems to me that what you need is one of the key tweak programmes which 
permit you to select a key combination and re-map it to another. This 
manipulates the Windows keyboard, nothing to do with JAWS and once configured 
the alterations are loaded every time the computer is booted.

There is one I downloaded here called KeyTweak, I don't recall where it came 
from but google it I am sure you will find it and probably many more.

.ZIP I have here.
