Internally yes.
Meaning that if they have a beta of vista witch I am sure they do
working on it in the lab is worth there wiled putting it out in the
general public is not.  So if they work on it from the lab when the rc
comes out they can get the final bugs out and then they should be able
to relieve on or soon after the final relice date.  
Now I am willing to wager that is what they are doing here.  Now gw
micro has maid changes to there current code and relieced it to support
vista but I am sure they only did this because it coincided with the
devopement sycal.

but since vista betas are already out wouldn't it be praticull to take 
advantage of that ?
