Hi Austin I had the same problem, and it was solved by doing the following.
First press insert plus the letter j to bring up the jaws application, then
do alt key and the letter l, this will then bring up a list of menues, left
arrow until you hear utilities menue then press down arrow untill you hear
sound cards sub menue, right arrow into this and see what options are
available by arrowing up and down. If there are options try checking a
different option and see if speach returns. It may be that for some reason
the windows sound card is not checked try checking it by pressing space bar.
