However, if text has been scanned, you have to accept that it is usually no different to a photograph. " One of the issues is just what purpose people use PDFs. Sometimes it is just to wrap up a graphic image that has been scanned. Whilst this is perfectly legitimate in the right circumstances, as George has pointed out however it leaves a screen reader users high and dry unless they have suitable OCR software that can electornically scan the PDF for readable text. A second issue which I have come across is that many smaller organisations and maybe even some larger ones to not have someone with any great knowledge who authors these docuemnts which can make it difficult. I hope that the tools for creation will help with this though at the moment I think despite accessibility policies having been set in place it doesn't guarantee the organisation has the technical know-how to implement them.. I know it is a bit of a tangent and not JAWS related but considering in the very early eighties with the BBC model A and B computers we were once one of the most computer literate nations for the time, I think it has rather dropped off since.
