I think so -- the instructions seem to agree with what is on my system. :-)
One minor semantic point, though:

When it has been run, NetTime is continuously present. It checks at
half-hourly intervals (or whatever has been set by *NetTime_PollInterval),
but the module stays loaded in the background. This is distinct from
FreeTime's "run once and quit" approach.
