What are the dependencies for the DNS proxy? Does it run only in combination 
with hipd or (hipd and hipfw). If it's only dependency is hipd, I suggest 
moving it to hipd package.

Do we use shared libs? If no, drop them and rename this package to doc.

Both only are of interest in combination with hipd. Move them there, please.
