Yes, and although realistically this may not happen overnight, it is a
long term objective. Having said that, setting up infrastructure
(and/or processes) is not the goal per se, but just the means to achieve
goals.
But realistically, for anything to happen in a *meaningful* way, it has
to be a team effort endorsed by the project leadership. I think this is
the key. :-)
