I briefly experimented with the suggestion to always show the four 
arrows a bit darker as an indication that the window is movable (+left-
click) and only have the arrows pointing to the resize direction white. 
Don't like it. You get confused if you have dark arrows in e.g. north & 
west and white arrows in south & east: which ones are the move-arrows, 
which the resize-arrows...?
Only showing the current resize direction arrows is much clearer.
Maybe a move-symbol inside the little window could convey the moving 
option, but it's really too small a space in there.
