Iconv should be ARMv7 aware: it's written in C and the source code is
available to the developers.

Er, the last version of Iconv is dates 2013...

Tinct is another matter. You need to turn it off in NetSurf's choices for
use on modern hardware, but AFAIK there's no need to comment it out of the
!Run file.
