This is a focus thing, nothing else. The menu is there, as you indicate,
not verbalized at times -- other times it is.
It is certainly not a bug in RAV, nor in WE for that matter. I am
guessing that a set file modification of some sort would fix this kind of
thing.
You are exceedingly observant is about all I can say as you are right --
now that you mention it -- but I never noticed this.
