I think they do get notices, but didn't someone say they were called by a 
submitter wanting to know the reason for rejection?  If this is the case and 
not a flaw in my memory, the submitter doesn't know the reason for rejection 
either.

If I'm not mistaken, don't scanners currently get rejection notices?  If so,
the last validator could simply be added to the cc line of the email.
