Depends on what you mean by formatting.  If, as sometimes happens, the 
paragraphs come out with each line ending in a newline character, I do try to 
find and join them into a one-paragraph whole.  This can often be determined by 
looking for tabs.  Another method is to look for quote space quote (the symbols 
not the words) and put a newline in beteen where context makes that obvious.

  one of the 3 engines in K1000 Ver 10, the pages themselves will look 
  different for a given page dependent upon which engine you happen to 
  select.
  Hence, attempting extensive formatting is likely, for the average blind 
  validator, to be a task in frustration and, from the standpoint of the 
  average book downloader, not all that important.
  That's why we more often talk about confidence ratings of the quality of 
  the text rather than these stylistic issues.
  There are times, as with charts or tables, where this is important.
  But to spend hours reformatting a romance novel isn't a good expenditure 
  of time in my view; and one likely could validate several books in that 
  time frame which will be appreciated by those seeking those books.

  Oh, just for the curious, when I say 3 engines in K1000 ver 3, I am 
  counting, as Kesi does based on a discussion on Blindtech, the 2 flavors 
  of Scansoft (fast and accurate) as 2 individual engines.
