Some still are, including replacements for books in
the colleciton that are incomplete or inpoor
condition. It seems the newer or more recently
validated books are getting into the collecton faster
than older ones. It makes sense to put the most
recently published books into the collection first, as
they are probably the ones desired by most people, but
I get the impression that books on the top of the
pile, if we imagine them that way, are getting
approved first rather than smeone's going to the
bottom of the pile and taking those that have been
sitting there the longest.
