If you so narrowly define censorship to mean only material that is not allowed to be published or broadcast at all then it is not censorship. However, if you do not allow it for certain people then it is still censorship to them. If a movie is rated R then a minor can see it with the permission of the parents, but if it is rated X then the parents' permission is not a consideration, They are just not allowed to see it and that is censorship. If it is left up to the parents then it is still censorship. It is just the parents who are doing the censoring.
