Could you do this?? Could you download them into Power Archiver, convert
them while they are zipped, then extract the RTF file to all files?? Word
automatically wants to do RTF files if they are in the all files section
under windows, desktop, and all files.

That you cannot do according to copyright regulations. I mean you cannot
take a file from someone and return it to them. What you would have to do
with the arc files for them to appear in another format is to submit them
as a new scan. The trouble is the person who did the original .arc
submission would lose credit.
