Yes, it does make sense, Chris, and is fairly normal
behaviour.  The file download is simply taking priority.

Hi, that doesn't make sense. My father downloaded Sky Player
this morning, 
and the rest of *our* internet, as we share the same
connection, slowed 
down, yet the download remained fairly constant, does this
make sense? so 
it's got nothing to do with our computers I feel; I think
it's because of 
our line not being fully split. This will be resolved, I
hope, when I buy an 
extra filter for our phone socket in the kitchen. Thanks for
trying to help
