What exactly is the "graphic hotkey"? I'm confused.

Hi all.
Although the screen is in normal way and the graphic hotkey is
disable, the problem still exists. For your information, Sib-access
has been removed and installed again. Nothing changed.
If you don't remember the problem, I repeat that alt+control+up/down
arrow to navigate between staves doesn't work.
