Yes, you are right about this, the shutter release is locked out until the crank is returned to its neutral position. However, one can still cock the shutter without fully winding the film if the crank is worked back before it reaches the stop.

Richard, with due respect,I disagree with you on this point completely, the backward motion allows to release the shutter; if you don't do this backward motion till the stop you can't release the shutter, except if your film transport mechanism is wrong.
