How about leaving it as "can" and adding something like the following footnote. "It is not clear whether those who have completed previous adventures 'may' carry over their COMBAT SKILL and ENDURANCE points or whether they 'should' carry them over. For a discussion of the considerations why you may or may not decide to do so, see the Readers' Handbook." Of course this means someone needs to write up a first draft summary of this discussion.
