VERY IMPORTANT:

When you send a complaint about this type behaviour to an ISP you ***MUST*** 
include a copy of the message(s) with COMPLETE headers.  Without the 
COMPLETE headers, the ISP is powerless to do anything.

If you don't have a message addressed to you from him, don't bother 
complaining.
