All I can observe is that in the 2000 and 2003 versions of Excel the program 
remains open for me if I click on the X to close just the last workbook.  It 
sounds like the 2007 version works the same way.  I assume it works like that 
so you can open a New workbook after closing the last without having to restart 
Excel.  The same thing happens in Word and PowerPoint.  It also happens in 
Adobe Acrobat Reader, MS Photo Editor,  any Video Player, etc.  It seems to be 
the way any program that opens files in an internal sub-window works.
It is sort of the damned if you do and damned if you don't condition.  If they 
all closed when the last open file was closed then there would be those 
complaining about that.

Thanks, Dave, for your response. But the leaving of Excel open after the
last workbook close did not happen to me in 2003: Excel itself was also
closed; that's why it has become frustrating in 2007. I don't understand why
Excel (i.e. Microsoft) should make the (to me, arrogant) assumption that you
still want to use the application even when you have closed down the last
instance.

Hasn't Excel always done this?  If I close all open workbooks in 2003, it 
leaves Excel open with a grey screen.  You need to Alt-F4 or X Excel to 
close it down completely.
