Who said anything about wanting it both ways? The important thing is no more 
new countries with nukes. If Iran had nukes that would be one more country 
with nukes. 
The point is survival not arguing about the flags on the death machines.
You can't have that both ways. Too many primates handling nukes will either 
cause an accident or enable a first strike. Too many Plant the Flag on the It's 
the weapon's effect that trumps here, not some last minute prestige grabs by 
countries trying to stabilize by opening Pandora's Box.
