Lets' see. John, Jack, Mary and Bob are discussing
something. John, Jack and Mary are all of the same
opinion, Bob is the only one that differs. So they all
threaten Bob with a "unilateral veto."

Or Bob convinces Jack, but John and Mary refuse.

Later it turns out that John was promised billions of dollars in oil contracts to disagree.

Still later it turns out that Mary, in addition to being offered similar contracts to disagree, went behind Jack's and Bob's back, and told Saddam all about it.

Some friends. It's a wonder they still talk to each other.
