Eric, I noticed you said it wasn't legal in Brazil I'm telling you what happens here, de jure and de facto. But perhaps we stray from the point. That there's corruption everywhere is no reason not to strive for a better system within which there will still be corruption.

No LEGAL incentive to refer privately. It's illegal in Brazil too. That's my point. Shady practices are precisely that ... in the shade.
