'course.'
To prove that you know Linux you could a lot more than show a
certificate. Among other things 1) Projects, 2) Publications, 3) Work
experience, etc.
I think the numbers are par for the course. Have you checked the
prices of comparable certification from others recently? Like Cisco or
Juniper or Oracle or Sun? (Microsoft doesn't count :)
The RHCE is priced at $749 (exam alone) internationally; I find the
Indian prices cheap compared to that. And given the gruelling day long
hands-on exam, it is well worth the price.
I have been hiring Linux admins recently, and I find people tend to
lie about or over-enhance their roles in the three enumerated points
above. I am inclined to trust the certification under such
circumstances. I am sure others hiring in the field think like me.

PS: Resume says: "Instrumental in migrating a large CRM database from
Windows 2000 Server/MS-SQL to RHEL3/Oracle". Truth: Tier-1 support
AFTER the migration. Or: "Senior Administrator for a large website
serving many 100k customers every day". Truth: Job is to run "service
httpd restart" every now and then. And so on...
