He is sometimes using a wireless network when this happens so it makes sense
that it will be somewhat slower
and I have informed him of that - he understands that part of it -
- but the issues he reports - are not just slowness - the cursor seems to be
jumping around to odd locations periodically and Outlook freezes up on him
frequently - to the degree he has to shut it down completely and sometimes
loses the emails he is working on.

Following on with MF's suggestions, it is likely a slow network link.
Have you included your Exchange IP address in your DNS lookup? Fixed your NIC
speed (probably 100Mbps, Full Duplex - on all machines).

What is your CPU monitor telling you when you get the problem? If at
100%, what is using the resources. What is your networking performance
monitor telling you? (Both available in Task Manager in XP)

Would any instant messaging piece (like MSN or AOL instant messenger)
blow up how Outlook works? He probably has AOL instant messenger on most of
the time.

The users profile on the laptop.

Was the IM checkbox checked?, did clearing it help the issue?
